We Answer
Get quick answers to common questions about how the HIC works, what it provides, and how it helps accelerate habitat delivery.
No. The HIC is not a program, it is implementation capacity that supports existing programs and funding sources.
- HIC does not replace RCPP staff or work directly on RCPP delivery
- It helps states use NBGI opportunities the more effectively
- NBGI (initiative): State-supported coordination, staffing, and strategy.
- NBGI Foundation: Nonprofit vehicle used to administer funding (e.g., RCPP).
The Foundation is a tool, not the funding source for NBGI itself.
- A dedicated implementation coordinator (HIC).
- Access to a full delivery system (HMSC + ERP).
- Faster project turnaround.
- Reduced administrative burden.
- Increased acres treated.
No. The initial investment is modest (relative to project funding) and is designed to unlock a much larger implementation system.
Less friction

The HIC is not another program, it is implementation capacity that converts funding and plans into habitat on the ground while reducing the burden on state staff and accelerating delivery.
